Job Summary
Under general supervision, the Instrument and Electrical Maintenance Supervisor is responsible for the highly skilled work involving overseeing and coordinating the activities of workers engaged in the maintenance, repair, calibration, inspection, and installation of all types of Instrument and Electrical equipment in the plant.


Because the Authority's primary responsibility is to maintain twenty-four (24) hours service to its customers, an employee in this class is expected to work overtime as conditions demand and to accept overtime on short notice, during emergency situations, or unusual conditions.

Essential Duties & Responsibilities


  • Supervises the data collection of all gas and other analytical tests; analyzes and troubleshoots faults in the operation of Electrical and Instrument equipment, supervisory control and data acquisition (SCADA) equipment, generator control and protection equipment, motor starters, control loops and circuitry and makes the necessary corrections, adjustment or repairs.
  • Interprets wiring diagrams, P&IDs control loops and schematics to modify or add numerous wiring control circuits for electrical instrumentation and control functions.
  • Works closely with the Preventative Maintenance and other Craft Maintenance department personnel in carrying out work assignments; prepares and maintains records on all electrical and instrument testing and repairs.
  • Provides mentorship and guidance to junior technicians in the basics of troubleshooting and identifying problems with Instrument and Electrical control loops and equipment.
  • Coordinates routine maintenance and schedules with the preventative maintenance department with assignments
  • Orders and stocks parts and materials necessary for the proper maintenance of the Instrument and Electrical shop and equipment
  • Reports abnormal conditions to the manager of maintenance; maintains correct inventories of spare parts on all plant Instrument and Electrical equipment, control devices, components and other parts as deemed necessary.
  • Assigns work and projects to Instrument and Electrical craft workers; reviews completed work assignments to ensure that work was completed in accordance with specifications and instructions.
  • Assists the PM department in establishing planned preventative maintenance schedule on all electrical and instrumentation equipment; study plant maintenance work orders and correct electrical and instrument deficiencies and malfunctions.
  • Participates in training programs as required; recommend improvements in Instrument and Electrical maintenance work procedures.
  • Interprets company policies to workers and enforces safety regulations.
  • Assigns work orders to Instrument and Electrical workers; review completed work to ensure that work orders are completed in accordance with specifications and instructions
  • Trains and orients new employees to the routine of the Instrument & Electrical work procedures and operation.
  • Analyzes and resolves work problem; may confer with worker's union representatives to resolve grievance.
  • Recommends or initiates personnel action such as employment, promotions, transfers, and disciplinary measures; evaluates employee performance.
  • Performs work in accordance with safety regulations, company safety policy and OSHA standards
  • Evaluates employees work performance and make recommendations for improving and upgrading their skills
  • Maintains tools, equipment and work area in a clean and orderly manner; ensures that employees observe all safety rules and regulations

Required Knowledge, Skills & Abilities


  • Thorough knowledge of electronic instrumentation and control loops, motors, generators and support equipment and their skilled use as required in the work.
  • Thorough knowledge of layout, construction, functions and operation of all plant Electrical and Instrument and control devices.
  • Thorough knowledge of practical and efficient methods of instrument, electrical and controls repair and maintenance work.
  • Thorough knowledge of safety rules, practices and procedures applicable to the work.
  • Ability to supervise work on live circuits.
  • Ability to read and interpret blueprints, specifications and manuals.
  • Ability to operate and utilize personal computers and related peripherals

Education & Experience
Graduation from an accredited college or university with an Associate degree in either of the following; instrument, mechanical, electrical, electronic engineering and seven (7) years of progressively responsible experience in the installation, maintenance, repair and calibration of pneumatic, electrical and mechanical instruments, motors, generators, exciters, load centers, motor control centers and remote control equipment; four (4) years must have been as an Instrument Technician 1st Class or Plant Electrician 1st Class. Prior experience as a supervisor is a plus.
